Access to drinking water is treated as a commodity in the US, not a human right.  With the onset of the COVID-19 pandemic, many US cities and states have enacted moratoriums on water shutoffs.  What differentiates these states and cities?  Will this lead to a shift in the recognition of the public health value of water? Planning can help lift up the equity dimensions of water access in the US.
