Local governments in New York State are under fiscal stress. A 2017 survey of over 900 local governments in New York State finds the primary sources of this stress come from state level policy – shifting service and expenditure responsibilities to local government and restricting their ability to raise revenue and innovate in service delivery. Aging infrastructure and aging communities also contribute to fiscal stress. While local governments are responding to stress by cutting budgets, there is a limit to how much they can do without more supportive state policy.
