Local governments in New York State face many challenges: to improve service quality, to control costs and to encourage service coordination with neighboring governments to promote regional development. Shared service delivery is often recommended as one approach to address all three goals. This issue brief reports on a statewide survey, conducted in Winter 2013, of New York towns, counties, villages and cities to assess their level of collaboration in the delivery of public services, as well as the motivators and barriers to such service sharing.
